The products they export to the United States will be subject to tariffs starting August 7. The countries that agreed to Trump's demands avoided more pain. It is not clear if anyone will be able to claim victory in the long run, even if the United States is the intended beneficiary of Trump's protectionist policies. Barry Appleton is co-director of the Center for International Law at the New York Law School. The old global economic order has been demolished by Trump just six months after he returned to the White House. One was built on agreed-upon rules. In its place is a system in which Trump sets the rules, using America's enormous economic power to punish countries that won't agree to one-sided trade deals and extract huge concessions from the ones that do....

The White House economic adviser was asked if Trump could change the tariffs again if the market reacted as it did in April, when the tariffs were announced. The markets have seen what we're doing and celebrated it, so I don't see how that would happen, said Hassett when asked about a future change to the tariffs. Hassett said he would rule it out. Trump signed an executive order Thursday that modifies tariffs for dozens of countries after he twice delayed plans to impose tariffs on other nations. The baseline for all imports is 10 percent, with tariffs ranging from as high as 41 percent on goods from Syria to as low as 10 percent. According to the executive order, all imports will be subject to a 10 percent tariffs. August 7 is when the order goes into effect....
